In the most recent Express Entry draw, invitations to apply (ITAs)
have been distributed by Immigration, Refugees, and Citizenship Canada (IRCC). In
a category-based selection draw for French-speaking candidates, the department invited
2,000 candidates.
Candidates needed a minimum Comprehensive Ranking System (CRS) score of 394 to be considered.
On August 14, this was the third draw of the week backing a program-specific for 3,200 Canadian Experience Class applicants. 763 candidates for the Provincial Nominee Program (PNP) were awarded ITAs in a draw on August 13.
They needed a CRS score of at least 690. After an unmatched number of Express Entry draws throughout July, this week's draws escort.
In nine discrete draws, the IRCC issued over 25,000 ITAs to candidates. Since the system's launch in 2015, July had the most Express Entry draws of any month. It represents a significant recovery from a sluggish June with only one.
Two of the July draws were category-based selection draws for candidates who met the requirements for proficiency in French. The CRS score of 400 was the lowest of the month in this category's draw on July 18. Candidates in trade and healthcare occupations received ITAs in the other two category-based draws.
Three of the remaining five draws were for candidates who were also participating in the Provincial Nominee Program (PNP), while two of the draws were program-specific for the Canadian Experience Class (CEC). On July 2, PNP candidates received the month's highest CRS score, which was 739.
After only category-based selection and general draws, the number of program-specific draws demonstrates that the IRCC is achieving its goal of holding more domestic draws for permanent residency candidates who already reside in Canada. This is one part of the department's announcement that it will work to reduce the number of temporary residents in Canada and reach its goal of admitting permanent residents.

What is an Express Entry?
The IRCC introduced Express Entry in 2015 as an application management system to assist in selecting economic immigration candidates who are most likely to successfully integrate into Canada's workforce and economy.
Applications from the CEC, the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP) are managed using the Comprehensive Ranking System.
On the several factors applicants are evaluated and the factors are like age, occupation, education, language proficiency, and work experience. A candidate's overall CRS score is the sum of the scores given to each factor. Those who score the highest are most likely to be invited to apply for permanent residency.
What is a Category-based Draw?
In May 2023, IRCC implemented category-based selection rounds of invitations to further target Express Entry candidates who are likely to either fill an immediate workforce need or assist the department in reaching a demographic target.
According to the IRCC, the department selected the six categories after conducting months of discussions with relevant stakeholders. Some categories are:
Healthcare occupations
- Science, technology, engineering, and mathematics (STEM) professions
- Trades occupations, such as carpenters, plumbers, and contractors
- Transport occupations
- Agriculture and agri-food occupations
- French-language proficiency
According to the Canada Express Entry year-end report for 2023, candidates in the STEM category received the most ITAs (32,111), followed by candidates speaking French (15,812).
As per the report of an Access to Information Request shared
with CIC News earlier this year, candidates in the French-speaking category are
anticipated to receive the greatest number of ITAs in 2024.
