Manitoba Provincial Nominee Program

The Manitoba Provincial Nominee Program (MPNP) selects immigrants based on the province’s changing economic and labor market needs. Its goal is to strengthen Manitoba’s workforce by nominating candidates whose skills match in-demand occupations. This list is regularly updated to ensure applicants can meet current job market demands and contribute effectively upon arrival.

Manitoba continues to be a sought-after destination for newcomers to Canada, thanks to its high quality of life and relatively affordable living costs. In 2025, the province welcomed 21,752 immigrants, highlighting its growing appeal among skilled workers and families alike.

What is the Manitoba Provincial Nominee Program?

The Manitoba Provincial Nominee Program permits the public authority of Manitoba to recruit skilled workers. The specialists are hired to meet the monetary and labor market requests of the province. Applicants can use this program to obtain Canadian permanent residency.

The MPNP's four main routes for immigration are

  • Skilled Worker Overseas Pathway

  • Skilled Worker in Manitoba Pathway

  • Business Investor Pathway

  • International Education Pathway

Manitoba Immigration Streams

Manitoba offers a range of immigration pathways tailored to attract individuals who can contribute to the province’s economy and communities. Each stream under the Manitoba PNP is uniquely structured to support different types of labor market demands while fostering long-term settlement and economic growth.

The province prioritizes candidates who demonstrate a genuine intent to live and work in Manitoba, along with the ability to integrate quickly into the local workforce.

Currently, the main immigration streams include:

  • Skilled Worker in Manitoba Stream

  • International Education Stream

  • Modern Community-Driven Immigration Initiative

Each stream plays a crucial role in building a diverse, skilled, and sustainable population in Manitoba.

Skilled Worker in Manitoba Stream

This stream focuses on individuals already living and working in Manitoba with a valid work permit. It prioritizes those with strong provincial ties—such as local work experience, education, or a full-time job offer—and a clear intent to settle permanently.

Candidates with ongoing employment in Manitoba can earn higher points, making it ideal for temporary foreign workers and Manitoba-educated graduates already part of the local workforce.

It includes two key categories:

  • Manitoba Work Experience: For individuals currently working in Manitoba with temporary status.

  • Employer Direct Recruitment: For candidates interviewed and hired through recruitment events coordinated by the province.

International Education Stream

The International Education Stream (IES) is designed for international graduates from Manitoba institutions who meet the province’s labor market needs. It helps retain skilled talent trained locally, offering a direct path to permanent residence without requiring out-of-province work experience.

The stream has three focused pathways:

  • Career Employment Pathway: For graduates with job offers in in-demand occupations related to their field of study.

  • Graduate Internship Pathway: For master’s and PhD graduates involved in internships aligned with Manitoba’s innovation priorities.

  • International Student Entrepreneur Pilot: For graduates looking to start and manage a business in the province.

The IES supports long-term settlement by helping graduates transition smoothly from study to employment within Manitoba.

Modern Community-Driven Immigration Initiative

A new initiative introduced in 2024, the Modern Community-Driven Immigration Initiative, is being developed to involve Manitoba communities more actively in selecting newcomers to meet local labor shortages.

The program is designed to empower local employers and municipalities to attract immigrants who can contribute to regional economic needs. While its full structure and eligibility criteria are still under development as of May 2025, its official rollout is expected soon.

Key sectors likely to benefit include

  • Health care

  • Construction

  • Transportation

  • Hospitality
